CALCULATING THE COMBINED NUMBER OF PEOPLE REACHED

This indicator reflects the cumulative number of people reached carried forward as the sector total for the month. This approach is used because most assistance in this sector is one-off, seasonal, or distribution-based; people reached are retained in the cumulative figure and are not counted again unless a new distribution cycle or distinct assistance package is reported.

CALCULATING THE COMBINED NUMBER OF PEOPLE REACHED

To reduce double-counting when different activities reach the same people, this indicator is calculated using MAX logic, meaning that the highest reported activity reach is used as the figure for every governorate during any reporting period. The sector has a major influence on overall inter-sector reach, particularly in Gaza, where food assistance is delivered on a large scale across all governorates.

CALCULATING THE COMBINED NUMBER OF PEOPLE REACHED

In this sector, as the service-use pattern in the West Bank differs from the one applied in Gaza, two different methods are used to calculate the indicator. While MAX logic is applied in both areas, in Gaza, the figure is further adjusted using a monthly time-based factor to account for frequent and repeated health contacts through hospitals, field hospitals, primary health-care clinics, medical points, mobile clinics, and ambulance services.

CALCULATING THE COMBINED NUMBER OF PEOPLE REACHED

The Cash Working Group reports unique figures based on data extracted from partners’ internal programme databases. Monthly figures represent only individuals who received cash or voucher assistance during the month, while cumulative figures represent the running total of unique individuals assisted, rather than a sum of monthly figures. This distinction is important because cash assistance may not be provided to the same people every month. A household or individual may receive assistance in one month but not in another.

This indicator is calculated using conservative de-duplication across response components, including child protection, addressing gender-based violence, Legal Task Force services, assistance related to housing, land and property, mine action, and general protection. Component figures are consolidated using MAX-first aggregation, with SUM applied only where caseloads, population groups, or geographic areas are clearly distinct and overlap risk can reasonably be excluded.

This indicator is cumulative. Because activities are reported at different frequencies, totals may not be directly comparable or additive across reporting periods, unless confirmed as having distinct beneficiaries. Non-cumulative monthly reporting covers the provision of drinking water, domestic water, and solid waste collection; non-cumulative quarterly reporting covers the provision of hygiene items; and cumulative monthly reporting covers sanitation, community engagement, water, sanitation and hygiene (WASH) in health care facilities, and WASH in humanitarian service delivery points.

For additional information, visit the Water, Sanitation and Hygiene (WASH) Cluster dashboard.
