Despite decreasing food insecurity levels in 2012 in the oPt, humanitarian conditions in the oPt are still fragile. The deadlock of negotiations between the PLO and Israel, along with ongoing fragmentation of the oPt as a result of settlement activities and the entrenchment of the separation between the Gaza Strip and the West Bank, are key contributors. On average, the number of Palestinian injuries in West Bank demonstrations has almost doubled in comparison with 2011 and is more than 250 percent higher than 2009. Over 40 percent of these injuries were in demonstrations held to protest settlement activities. The financial crisis affecting the PA has resulted in the most severe drug shortages in public hospitals in both Gaza and the West Bank since 2007.
