Flash Appeal 2023 at a Glance

First Revision of the Flash Appeal launched on 12 October 2023

The Humanitarian Country Team estimates the cost of meeting critical needs for 2.7 million people across the OPT, the entire Gaza population of 2.2 million and 500,000 in the West Benk, including East Jerusalem, to currently be US$1.2 billion. UNRWA’s requirements are included.

For humanitarian actors to implement this plan, the following operational conditions must change:

  • Humanitarian actors must have safe and sustained access to all people in need, across the Gaza Strip and the West Bank, including East Jerusalem.
  • Enough fuel must be made available for humanitarian operations.
  • The flow of humanitarian assistance into Gaza must drastically increase.
  • Funding must be timely and flexible to allow humanitarian actors to adapt programming to a highly dynamic context.

The magnitude of this response and operational constraints are beyond what has been seen before in the OPT and other contexts. Coupled with typical lag times between commitment, receipt and expenditure of funds means we do not expect to see full implementation of this plan by the end of 2023.

Outstanding priorities will be rolled into the 2024 Humanitarian Response Plan (HRP) or to an appeal extension.

For Gaza, the appeal replaces the 2023 HRP as regular emergency programming cannot continue, and the situation requires new operational frameworks and modalities. For the West bank, the appeal complements the plans outlined in the 2023 HRP.

Strategic objectives

The main response priority is to scale up the humanitarian response to address the current level of needs across the OPT, particularly in Gaza. This will be done by:

  1. Supporting existing structures, services, and markets where feasible.
  2. Providing emergency supplies including food, water, NFIs, education materials, and others until services and markets are again operable.
  3. Ensuring seasonably appropriate shelter options.
  4. Ensuring the ability to provide emergency care and other primary health services and address public health concerns.

Protection serves as the foundation for the overall response which will be inclusive and gender-responsive with a specific focus on gender-based violence (GBV) and on children.
