Restricting Space: The Planning Regime Applied by Israel in Area C of the West Bank
This OCHA Special Focus covers the planning and zoning regime applied by the Israeli authorities in Area C of the West Bank. Under this regime, Palestinian construction is effectively prohibited in some 70 percent of Area C, while in the remaining 30 percent, a range of restrictions virtually eliminate the possibility of obtaining a building permit. In practice, the Israeli authorities generally allow Palestinian construction only within the boundaries of an Israeli-approved plan and these cover less than one percent of Area C, much of which is already built-up. As a result, Palestinians are left with no choice but to build "illegally" and risk demolition of their structures and displacement. The consequences of the current regime are wide-ranging and extend to the entire Palestinian population of the West Bank.
Special Focus: Locked In: The humanitarian impact of two years of blockade on the Gaza Strip
Following the Hamas takeover of the Gaza Strip in June 2007, Israel has imposed an unprecedented blockade on all border crossings in and out of the Gaza Strip.1 The blockade has ?locked in? 1.5 million people in what is one of the most densely populated areas on earth, triggering a protracted human dignity crisis with negative humanitarian consequences. At the heart of this crisis is the degradation in the living conditions of the population, caused by the erosion of livelihoods and the gradual decline in the state of infrastructure, and the quality of vital services in the areas of health, water and sanitation, and education.
Special Focus : Shrinking Space : Urban Contraction and Rural Fragmentation of Bethlehem Governorate | May 2009
This report examines how Israeli measures, such as the Barrier, settlements and closures have impacted Palestinian livelihoods, development and residential expansion in the Bethlehem governorate. Only 13% of Bethlehem land is available for Palestinian use out of 660 sq. kilometres and much of it is fragmented. However, actions like freezing construction of the Barrier inside the West Bank, and opening closed military areas and nature reserves for Palestinian development, could restore parts of the lost space to the governorate.

Special Focus : The Planning Crisis in East Jerusalem | April 2009
This OCHA Special Focus addresses the phenomenon of "illegal" Palestinian construction in East Jerusalem resulting from the failure of the Israeli authorities to provide adequate planning for Palestinian neighbourhoods. This Special Focus provides a statistical overview of Israel?s demolition of unauthorized structures since 2000, provides background on some of the key difficulties facing Palestinian residents of East Jerusalem in their efforts to build, and identifies a number of at-risk communities. In addition, it provides an overview of various NGO and community initiatives that aim to challenge and eventually overcome obstacles in the current municipal planning process.
Special Focus: Unprotected: Israeli settler violence against Palestinian civilians and their property | Dec 2008
In the first 10 months of 2008, OCHA recorded 290 settler-related incidents targeting Palestinians and their property. This figure reflects a worrying trend, since it surpasses the total recorded by OCHA in each of the previous two years. Similarly, Palestinian deaths and injuries resulting from settler-related incidents in 2008 exceed the number of Palestinian casualties in each of the previous two years. Approximately half of all Palestinian injuries from settler violence each year since 2006 have been made up of children, women, and the elderly over 70 years of age.

The West Bank has limited natural resources and its economy depends on trade and remittances from jobs in Israel. Since the majority of the West Bank?s trade is with Israel, the current closure regime is forcing many West Bankers into reliance on aid and worsening the already deteriorating socio-economic conditions.

Special Focus : Israeli-Palestinian Fatalities Since 2000 - Key Trends | August 2007
Since September 2000, 5,848 people have been killed in the conflict - 4,228 have been Palestinians, 1024 were Israelis and 63 were foreigners. This report analyses the key trends of these fatalities. In particular: the high proportion of civilians killed; the sharp decline in Israeli deaths and continuing high rate of Palestinians killed; the high proportion of child fatalities and the sharp rise in deaths from internal Palestinian violence.
