Palestinian men, women and children face various forms of threats to their life, liberty and security on a daily basis. This includes threats stemming from policies and practices related to the Israeli occupation; from conflict-related violence; from violence, intimidation and harassment by settlers in the West Bank, including East Jerusalem; and from Palestinian inter-factional violence. The impact of violence and conflict on children is particularly concerning, hindering the enjoyment of their rights and preventing their normal development. There are serious concerns regarding the lack of, or insufficient efforts by Israeli authorities to investigate and ensure accountability for alleged violations of international humanitarian and human rights law by Israeli forces during military and law enforcement operations, and for Israeli settlers acts of violence against Palestinian civilians and their property. The failure to effectively investigate and prosecute violent acts results in a culture of impunity.
Palestinian civilians also continue to be subjected to restrictions on their liberty by Israeli and Palestinian authorities; the current practice of administrative detention – detention without charge or trial – by the Israeli authorities is of particular concern. The ill-treatment of Palestinian children in Israeli detention appears to be widespread, systematic and institutionalized throughout the process of arrest, trial and sentencing.

- In the West Bank, in the first 10 months of 2013 alone, more than twice as many Palestinians have been killed by Israeli forces than in all of 2012, and more Palestinians have been injured in Palestinian-Israeli conflict-related violence than in any other entire year since 2005, when OCHA began collecting data on conflict related casualties. About one-third of injuries have been among children.
- Over 60 per cent of injuries occurred as a result of clashes between Palestinian protestors and Israeli forces during demonstrations.
- There has been an over 15 per cent increase in the number of settler-related incidents resulting in Palestinian casualties or property damage this year in the West Bank; a monthly average of 36 in the first 10 months of 2013, compared to the 2012 monthly average of 31.
- In the Gaza Strip, there have been fewer fatalities in 2013 than in any year since 2005, when OCHA began recording casualties.
