East Jerusalem at MAC House with four additional sub-office in Gaza, Nablus,
Ramallah and Hebron.

Humanitarian reform seeks to improve the effectiveness of
humanitarian response by ensuring greater predictability, accountability and
partnership. It is an ambitious effort by the international humanitarian
community to reach more beneficiaries, with more comprehensive needs-based
relief and protection, in a more effective and timely manner.

| Consolidated Appeals Procss (CAP) |
The CAP has two major components, firstly the Common
Humanitarian Action Plan (CHAP) which outlines the causes and scope of
humanitarian need and identifies priority areas, in the form of 'Strategic
Objectives', based on situation analysis, scenario building and review of work
done, and secondly strategic response plans, including individual projects, to
meet the objectives.
Through the cluster coordination mechanism including close consultation with the
local authority, 236 projects (147 from NGOs and 89 from UN agencies) with a
budget of US$664,473,688 are included in oPt CAP 2010, to meet the identified
priority strategic objectives.
The priority 'Strategic Objectives' endorsed in the oPt CAP 2010 include;
Providing humanitarian assistance to the most vulnerable especially those living
in Gaza, East Jerusalem, Area C and refugees; Strengthen the protective
environment through advocacy based on international law and programming; Enhance
the monitoring and reporting of the humanitarian situation.

| Humanitarian Information Managment |
The Humanitarian Information Management (HIM) is an integral part of the coordination process provided by OCHA as it provides services both internally and externally. The HIM assists coordination by improving the Office’s information flow, standardisation and security within and between the various offices in Jerusalem and in the WB/Gaza. The services and products produced (e.g. database development and mapping) is provided to humanitarian partners in-country, including UN Agencies, NGOs, donors, international organisations and national counterparts

| Contingency Planning |
Contingency planning is a management tool used to analyze the
impact of potential crises and ensure that adequate and appropriate arrangements
are made in advance to respond in a timely, effective and appropriate way to the
needs of the affected population(s). Contingency planning is a tool to
anticipate and solve problems that typically arise during humanitarian response.
