The Consolidated Appeal Process (CAP) is an annual strategic planning and resource mobilization document prepared jointly by humanitarian agencies operating in the occupied Palestinian territory. The CAP consists of a Common Humanitarian Action Plan (CHAP) which outlines the nature of humanitarian needs, identifies priorities and articulates a response plan; and a list of corresponding projects aimed at addressing priority needs.
The CAP 2013 highlights that Palestinians continued to face a range of serious protection threats and violations throughout 2012, which have undermined their ability to live normal and self-sustaining lives. This has resulted in entrenched levels of food insecurity and continued dependence on humanitarian aid.
In 2013, the Humanitarian Country Team (HCT), consisting of the United Nations agencies and NGOs, aims to undertake a range of humanitarian projects to support 1.8 million Palestinians who are in need of assistance in the Gaza Strip and in the West Bank. The HCT’s response plan includes 144 humanitarian projects, to be implemented by 51 UN agencies, 15 local NGOs and 78 international NGOs in areas across the oPt. The HCT is appealing for US$ 374.3 million to fund these projects.

The first six months following the publication of the 2012 Consolidated Appeal for the occupied Palestinian territory (oPt) were characterized by continued deadlock in direct negotiations between Israel and the Palestine Liberation Organization (PLO). The prolonged absence of a credible political horizon and the severe financial pressures on the Palestinian Authority (PA), compounded by the continuous fragmentation of the occupied Palestinian territory (oPt), are increasingly compromising the viability and achievements of the state-building efforts.

The Consolidated Appeal Process (CAP) 2012-2013 for the occupied Palestinian territory (oPt) articulates the two-year strategy of the humanitarian community to bring assistance and protection to 1.8 million vulnerable Palestinians in Gaza, Area C of the West Bank, east Jerusalem and the Seam Zone. It requests USD 416.7 million to implement 149 relief projects in 2012(17 from local NGOs, 84 from international NGOs and 48 from UN agencies). The 2012 – 2013 CAP focuses on two strategic objectives: 1) enhancing the protective environment for the most vulnerable communities in the oPt, including the provision of equitable access to essential services; and 2) improving the food security of vulnerable and food insecure communities.
